This report details the outcomes of a diplomatic mission in November 2024, undertaken by his Excellency Sheik Adan Mohamed Nur ’Madobe’ and a small delegation of members of the National Assembly of the Federal Republic of Somalia, to support capacity building for Somali democracy.
The mission aimed to strengthen democratic institutions, enhance parliamentary processes, and promote good governance in Somalia. Outside of the meetings that formed the central part of the mission at the House of Commons there were productive engagements with the Somali Diaspora community, a visit to the British Museum, and a meeting with the Law and Governance Section of the Commonwealth Secretariat, and finally a formal session with the Director of the East African Department at the Foreign and Commonwealth Office.
This report seeks to consolidate the mission by summarising the principal points of agreement and the recommendations that flow from the mission.
Somalia has endured decades of conflict, governance challenges, and institutional instability. However, recent efforts to establish a democratic government have gained momentum, bolstered by international partners such as the United Kingdom. This diplomatic mission sought to strengthen Somalia’s Federal Parliament by enhancing its legislative oversight, and representative capacities.
The mission, conducted from Monday, November 11, to Friday, November 15, 2024, represented a historic milestone. It marked the first-ever visit by the Speaker of the National Assembly of the Federal Republic of Somalia to the United Kingdom, where he met with the Speaker of the House of Commons.
